Problems

 

Problems in Acceptance Cargo Export

In receiving goods on Acceptance Cargo Export, Gapura Angkasa Corp. has used the good computerization and good regulation, in order to receiving goods or the cost of warehouse. But, there are problems that we think occurred in Gapura Angkasa Corp. , here are the problems :

1. Not Good in Segmentation Documents

Document is a valuable thing on Acceptance, because Acceptance is a first gateway in procedure to send goods, and the good segmentation is very need, because it will be valuable to employee. But, as we see on practicing, there is an Acceptance Employee that searching the non-dangerous goods documents that happened because the segmentation is not good, it can annoy the works. The good segmentation is needed, so the employee that want to search a document won’t take long time to work, that can affect their work time.

2. The Loss on Work Security

Safety Shoes is very important while we do our job in cargo warehouse, because, there are too many dangerous device that can affect the employee, but there are many employees that not using the Safety Shoes while working and not warned by securiy. As we see on practicing, A forklift run over an agent’s feet in another cargo company’s warehouse, and the agent is not wears a Safety Shoes. So then, the use of safety shoes is very important for employees that work in cargo. And so the security system must be followed and tighten of employees that not follow the standard rules on working.

These are the problems that we’ve seen when we practicing in Gapura Angkasa Corp. There are more technical problem like power down, late employee, or not present employee. And every company must have a strategy to face those problems to keep the stabilisation on the company.

HUMAN RESOURCES

To create a best output and to create a good relation between consumer in cargo shipment. The good and the best quality Human Resources is the number one reason of that. In case of this, all the employee that attach to the cargo shipment must be coordinate  well so the miscommunication wont happened. So, there must be a well-known structure that have rights to take the decision, so there is no mistake on the export cargo shipment activity.

Shipper – agent – cargo export – destination

As seen as relation above, the exporter or shipper or using the shipping agent, agent works as a connector from shipper to the exporter (ex. Gapura Angkasa). In this way, Gapura Angkasa cooperate with airlines as a transportation also cooperator with Angkasa Pura 2 (the owner of Soekarno-Hatta Airport and the facility), also there’s another party that control the dangerous goods. All the activity must be handled by the good Human Resources with coordinate. Next, is the simple scheme of the decision-maker structure :

As the same above, the top decision-maker is Head Officer. We are going to discuss from the general manager in this case Cargo’s General Manager. Below the Cargo’s General Manager, there is a domestic, import, and export Cargo Manager. Export Manager responsibility to General Manager. Then there is a Supervisor that placed each Supervisor in each warehouse (ex. in the domestic warehouse there is one Supervisor, etc.) Supervisor responsibility to Manager and also responsibility to control the works of employee. In case of controlling the employee, Supervisor is also helped by a Group Leader that chosen from the experience. The last is staff that is the Employee that helps the company to reach the goal.

In case of Employee works, all the staff must know and follow the SOP (Standard Operating Procedure) that have been released. All the activity that Employee to Head Officer do is from the SOP. In Gapura Angkasa, the work time is divided by 3 shifts, (morning 06.00 – 14.00, noon 14.00 – 22.00 and evening 22.00 – .06.00). From this too, the ‘4 + 2′ applied (4 days work + 2 days rest) and the rest day not take the schedule except the things out of schedule like demonstration. The dividing method in Acceptance Cargo Export is 2 Men’s on Acceptance Room, 2 more to check the goods (shifted), then 2 Men’s as cashier (cargo payment), then 2 Men’s on X-Ray + 1 Security (AVSEC).

THE  THEORETICAL  BASIS

Everything that related in terms of air cargo shipments has been set in the IATA which also contains TACT rules & rate and standard ground handling agreement (2008). Cargo are shipments that transported by aircraft (not the same as luggage) and subject to the payment required by the shipping carrier that is recorded in SMU (Surat Muatan Udara)/Air Cargo Letter for domestic and AWB (Air Way Bill) for international. “Basic Cargo guidebook IATA TACT Rules and Rates, by M. Before the cargo go in to processing into the warehouse, the cargo must go through the stages of initial checks on the acceptance export. The documents of the goods have been verified and done weighing to determine the weight and volume of goods (chargeable weight is obtained which is the greatest weight to search cargo rates and charges). Once the document is complete with payment of shipping goods, the goods are checked again using X-ray (not applicable for live animal) by the staffs from AVSEC, after passing through the X-ray, goods are labeled indicating they are ready for the next process.

The general requirements of cargo revenues are :
1. Providing equipments and adequate carrying capacity.
2. A / L reverses the right to refuse shipment of goods without taking responsibility incurred when the situation demands so.
3. A / L can reject goods that have a value of goods exceeds the amount specified by the airline regulations.
4. A / L reserves the right to examine the packaging and contents of all submissions and investigate the correctness and validity of the information submitted documents relating to the shipment.

If we use Surat Muatan Udara (SMU)/Air Cargo Letter in the domestic cargo shipments, while in international cargo shipments using Air Way Bill (AWB). Airway Bill (AWB) / SMU is the most important cargo documents, released by the airline or agent appointed partner, and can not be traded or transferable. “Basic Cargo guidebook IATA TACT Rules and Rates, by M. The process of acceptance is only done checking the number of Air Way Bill (AWB) to ensure the number of Air Way Bill (AWB) on the goods as stated in the document. The numbers are printed on goods weigh evidence. Bukti Timbang Barang (BTB)/ Goods Weigh Evidence consists of 4 sheets of white, blue, red, and yellow is given to each according to the type specified the white file for the shipper, blue for the airline, red for the cashier, while yellow file kept by the acceptance.

The payment of “air transport costs” also occurred in the acceptance section that paid at the cashier. Charge is the amount to be paid for the carriage of the shipment, based on the rates in force, or the amount charged for services incurred in connection with the transportation of the shipment.

Calculation of the cost of the goods obtained by the greatest weight (chargeable weight) timed with the applicable rate. All fees and rates calculation has been governed by the organization’s international airline (IATA) in TACT rules and rates.

INTRODUCTION

Many interesting things to be seen in the business of air cargo shipments, one of it is the delivery of goods to foreign countries/overseas (export goods). Before the goods inserted into the warehouse cargo, in this case cargo international export, certainly there should be selection or checking goods that should be done by the acceptance section.This is where the responsibility of the cargo company starts. Acceptance section staffs may only receive the goods after they received the complete documents. It’s also part of the selection because the goods can only be inserted into the warehouse after the documents of the goods are complete.

In the case of receipt goods, the acceptance section’s not only receiving the documents from the agent but also releasing the documents that will be used to process the cargo until the goods are delivered. Of course the process involves many ranging from the parties cargo services (ground handling company), agencies, board of customs and excise, airlines, and other related parties. The parties are working together in an effort to export the goods.

Here we’re interested un observing the goods that shipped overseas, in this case air cargo. From the description of the  1st and 2nd paragraph, we can conclude that air cargo is shipped goods using air freight that handled by the cargo company collaborates with other related agencies and use documents such as Surat Muatan Udara/ Air Cargo Letter (domestic cargo), and Airway Bill (international cargo). Air cargo divided into 2 types. Those are General Cargo and Special Cargo. In this case we will discuss specifically on things related to General Cargo.

Seeing the many things that will be discussed relating to the export cargo, we want to discuss on the things relating to the types of the air cargo and for more specifically we will discussed about the things that related to the general cargo. Due to we see a lot of companies that use air cargo services in the delivery goods, along with discussion of the problem solving of export cargo.

Conclutions

Based on pre-existing discussion, we can conclude that domestic incoming warehouse PT Gapura Angkasa, there are a problems:

-       Lack of coordination between staff

-       The system is down, so reducing the performance of the staff

-       Lack of engagement with the standards or rules, whereby when there is damage or other events  of the cargo is not the use of CIR (not an absolute obligation).

Thus, there is still need for further improvement and enhancement, like human resources, the system that use to work, and the coordination between staff in their work, so that work can be run properly and in accordance with what is expected. Baca lebih lanjut
