BACKGROUND
In the world of aviation, pilots are considered the most important element. Pilot is a cutting edge in a flight. A commander carrying aircraft, flying from one place to another. The responsibility of the pilot is fairly large. In one flight, the pilot is responsible for the entire lives of hundreds of passengers.
Great responsibility has been duly offset by an equal service to pilots of the airline. Still imagined in our minds about the planned strike will be carried out by the Association of Pilots try one of the leading airlines in Indonesia in 2011. This pilot strike threat could be a serious problem for the world of aviation. Just imagine if almost all airline pilots in Indonesia is so to carry out the strike. Then it can be ensured paralysis in the air transport sector in the country.
Early this issue strike threat caused jealousy among local pilots with airline pilots imported from other countries import alias pilot. Reportedly, salaries and facilities provided to the pilot is far greater import than local pilots. This is what triggers jealousy causing a strike threat.
This is what underlies us to conduct a survey to look at the public perception of local pilots and foreign pilots. We want to look further to see people’s opinions on local pilots and foreign pilots. Competition between local pilots and foreign pilots in one of Indonesia’s biggest airline will also heat up the open sky among fellow asean country that soon we will face together.

THEORETICAL
Pilot is the spearhead of a flight. Pilot or flight lieutenant has a great responsibility regarding safety and aviation security. Therefore, being a pilot is not something serious, because dealing with the lives of hundreds of passengers. This is supported by regulations that states the following:
“During the flight, the captain of an aircraft pilot in question has the authority to take action to ensure the safety, order, and aviation security.” (Article 55, Law No. 1 of 2009)
One day we will be the era of globalization. In this era, every human being in the various states are free to find a job even though it was in the room across the country. It also applies to the business of air transportation in Indonesia. The era of globalization was approached, marked by Open Sky agreements have agreed among ASEAN member countries. Various airlines in Indonesia also have tried to adapt himself to employ several employees, directors, and pilots who came from foreign countries.
It becomes an interesting thing when we try to probe the degree of readiness of pilots Indonesia against invading foreign pilots began to enter into the world of air transportation in Indonesia.
“Every aircraft personnel are required to have a license or certificate of competence”. (Article 58, paragraph 1, Act 1 of 2009)
“Personnel aircraft is directly related to the implementation of the operation of aircraft required to have a valid license and valid”. (Article 58, paragraph 2, Act 1 of 2009)
In the discussion of the rules above, explained that each aircraft aircrews required to have a license or certificate of competence as well as the pilot. It generally known by the public before any foreign pilots are coming into the country of Indonesia to work has had an international license.
This could be a threat to pilots from Indonesia. Besides having to compete with other local pilots, now they also have to compete with pilots from other countries.
In conclusion, the pilot who came from foreign countries can be developed in Indonesia. It became a separate alert for pilots who came from Indonesia. Pilot Indonesia should be ready to compete. Future will be ensured of a great rivalry between foreign pilots with local pilots in the world of work. Open Sky which will take place not only allow foreign pilots to go to work in Indonesia, but Indonesia pilot can also work outside Indonesia if licensed and qualified competence.

METHODS
We make this task begins with an introduction that contains the reason why we chose this theme “Local Pilot vs. Pilot Import ‘as material that will be thorough. Then, we make a theoretical foundation upon themes that we specify.
Survey our group is the “Local Pilot vs. Pilot Import”. How many people are aware of the foreign pilots who started in the business aviation community in Indonesia as well as feedback on the services provided by foreign pilots as well as pilots from Indonesia.
The method we use is a descriptive analysis method via surveys to look at people’s perceptions about the theme that we specify. Our survey consisted of an online survey and the survey offline (manual). We have 20 questions on “Local Pilot vs. Pilot Import”. Our survey contains the identity of the respondent, the respondent’s perception of the pilots and foreign pilots from Indonesia, the response of the public regarding the open sky, and the readiness of Indonesia in mengahadapinya.
In the case of an online survey, we distributed the survey via social networks like facebook, twitter, and blogs. Target respondents of the survey were at least 30 respondents. Then, we also conducted the survey offline. In this offline surveys, this survey we deploy manually. Our respondents are lecturers who are experts in bidangnnya STMT, we give priority to teachers who have been using air transportation in the form of aircraft.
The studies with this method, we expect the research we do to achieve predetermined targets.

DATA ANALYSIS

We get the job is to analyze and discuss the results of a survey we made about which we express the theme of “Local Pilot vs. Pilot Import”. We chose the method of comparative analysis as a tool to discuss the research that we made.

The reason we chose this group because of the comparative method is a survey that we made was about a comparison between two different things.

This comparative analysis method we deem appropriate to present the data in the survey comparison between two different things.

Survey our group is the ratio between the pilots of Indonesia to foreign pilots who have to come abroad. We want to see the preferences of the people of Indonesia for two different things, and we want the response determines the arrival of foreign pilots will be held in conjunction with the Open Sky in the near future.

We conducted two types of surveys are surveys online and offline surveys. Then, we get the 117 respondents from 2 jens survey. 37 survey respondents offline and 80 online survey respondents. In the case of an online survey, we use surveyonics.com to make our survey and the use of social networking media such as facebook, twitter, and IM to spread our survey. Data
From the results of the data diagram above, shows interest in the people of Indonesia to foreign pilots. Of 117 respondents, 94 respondents already know the functions and responsibilities of a pilot. Of 117 respondents, 51 respondents mentioned the performance of pilots in Indonesia has reached a good word. People of Indonesia have also discovered that employ pilots maskpai foreign and Indonesian pilots, as evidenced by the 78 respondents of 117 respondents knew airline pilots who use Indonesia and 69 respondents of 117 respondents knew that the airline uses foreign pilots. There were 59 respondents of 117 respondents who stated that Indonesia does not need additional power foreign pilots. Of 117 respondents also found 42 respondents who mentioned the quality of the pilot Indonesia balanced by foreign pilots, foreign pilots 38 respondents mentioned better than pilots Indonesia, 26 respondents mentioned pilot Indonesia better, and 10 respondents said they did not know. Remarks to the presence of the Indonesian Open Sky is a confidence in the pilot that the pilot Indonesia Indonesia is considered to compete with foreign pilots. Evident from the 117 respondents, 75 respondents mentioned pilot Indonesia ready to face the Open Sky that will last and of 117 respondents, 99 respondents agreed with the open sky.

Analysis
Based on the data from our survey, entitled “Local Pilot vs. Pilot Import” with 117 respondents. We analyzed that the people of Indonesia have known phenomenon of the foreign pilots who began to enter into the world of aviation Indonesia and know the airline pilots who use foreign labor. Performance pilot Indonesia is considered balanced by foreign pilots. Public confidence in the ability of pilots Indonesia Indonesia is believed to be able to compete with foreign pilots and prepared to face the open sky.

CONCLUSION

The development of aviation technology is the key factor that makes an aircraft to transport passengers to explore the world. Expertise of a pilot into the main benchmark in safety and aviation security. In Indonesia, the pilot has a high selling power as to become a qualified pilot required a large capital both physically and financially. But now, local pilots often compared to foreign pilots. Therefore, we analyzed the ratio between “local pilot vs pilot Import” using the survey online and offline surveys. The majority of respondents were also more interested in using aircraft with pilots Indonesia, and respondents were also of the opinion that should the salary and facilities provided for the pilot Indonesian and foreign pilots are not different from each other. Thus, Indonesia Pilot actually still have a greater chance of working in Indonesia Open Sky takes place later. The conclusion we draw from the results of both surveys is that there are some aspects that were assessed. In terms of quality according to the results of a pilot survey, pilot Indonesia is considered balanced compared to foreign pilots. In the era of Open Sky (globalization) that will be encountered later, the pilot Indonesia is believed to compete with foreign pilots.

ADVICE

1. Improving the quality of education and educational standards pilot in Indonesia.

2. Opening wider employment for Indonesian pilot who has not experienced or newly completed pilot study.

3. Establish a good working bond between airlines with pilots.
